Broken rods USPS

Looking for some feedback:

I recently purchased a Duckett Pro Series fishing rod from a private seller on Facebook. I paid him with PayPal Goods and Services. I received the rod with a broken tip. I believe that the rod was in one piece when he sent it, but the rod had no bubble wrap or protection besides just being in a PVC tube and was broke during shipping. The box was pretty beat up. I filed a claim with USPS because he had purchased insurance for the package, but I have heard horror stories about them getting denied. If USPS doesn't honor the insurance and denies my claim is this something I can take up with PayPal due to the seller being completely negligent with packaging it correctly? I have put pictures of the shipping receipt, broken rod, and value of the rod from Tackle Warehouse, however I feel like USPS does not give a crap.

Send a letter to the Post Master General if the local/regional office denies your claim asking for a written reply from each. If sending a letter to the Post Master General does not work, his boss is the President of the United States and send all copies of the letters to that office. As a federal employee, I found out the hard way that my union sold me out, the regional/district office did not care. After the office of the President of the United States got involved, I obtained the settlement I was seeking.

Tips are very easy to fix, you can get a repair kit for $6, if you are happy with the rod just fix the tip. No more problems

I would be very cautious about putting in a claim with PayPal. A couple of years ago I made an online purchase and paid the seller through PayPal. The item I received was not the item I purchased so I contacted the seller to get a RMA number. They had no problem supplying me with the RMA number and the return address. The problem started when, although the item was shipped to me from a warehouse in California, but the return address was somewhere in China. When I contacted PayPal I was assured that they, PayPal, would also reimburse me for up to $45 for the return shipping cost. The person I chatted with at PayPal gave me explicit instructions on what I was required to for the return. I did everything that I was instructed to do by the PayPal representative and the day after the item was shipped out I received a denial from PayPal stating that I had not followed their return instructions. I resubmitted my claim along with copies of my prior communications with both the seller and the PayPal representative, only to have the claim denied. After I was denied for the third time I gave up trying to get what was promised to me by PayPal. In the end I was out $40 to ship a $20 item back to China. Buyer beware…

I've received rods n none came in a PVC tube. All came in a heavy cardboard tube. I got a 7'9" that was in that kind of tube plus styrofoam dicses on rid to limit movement
