Is it legal to use cut bait in pennsylvania?

The reason I ask is that in the rules it says something about having pieces of fish is a violation.

I assume you’re most likely targeting catfish. If the cut bait you’re using has no limited length ( such as sunfish in most of the area unless taken from a panfish enhancement body of water) you should be fine. However, if the PFC officer you encounter is a real stickler you might be cited unless you prove your bait was taken from a non
enhancement body of water. Lots of guys come into the shop that pursue cats with cut bait gills and have never had a problem.

Long as you are not using game fish such as bass or pike,you should be fine
