The Baystar system is No Feedback as well Harris. Most of the systems online are No Feedback, even the imported ones.
I don't even think they sell single ram units for outboards any more, except for small portable motors.

Now back to a standstill, solenoid changed and no different. Down to the starter or wires. Alarm sounds when trying to start and can hear click from the solenoid.

If you have a voltmeter, measure your battery voltage and compare it to the voltage at the ignition switch, and going to the solenoid when you turn the key. If its not the same you're losing power somewhere in between, probably in the wiring.
I don't know anything about the alarms, especially on an Evinrude,but it's probably for the oil injection, no pressure till the motor starts. Good luck Ronnie.
