A co-worker of mine dropped off 7 or so lbs of bluefin and yellow fin cut up and vacuum sealed at 3am. It sat out until 1:30pm in a 73-75 degree room. I assume it had to be frozen when it was dropped off and was coolish to the touch when I found it and put it in the freezer. The guy who dropped it off goes on these multi week deep sea trips that cost a lot so I imagine it was preserved as well as possible from as soon as it was caught. So my question is, is it still good?

I think I would eat it ASAP, not refreeze it. Before you cook it, give it the sniff test
The nose knows! If it passes the stink-o-meter test, you're probably OK.
