Google , San Luis Resorvoir fishing report- Fresno .ca./ Sportsmen Warehouse,. Evererytime I've fished the big lake the wind has always picked up and run us off on my boat late afternoons ,they do have a siren that sounds off, if conditions worsen.

Yes and yes. It almost always windy by afternoon. To get an idea of wind conditions try Wind Talker San Luis Reservoir at 209-826-9019.
I was at O'Neill forebay 2 weeks ago and had good luck fishing the east side of the lake by and in the grasses. Used a silver fluke.
