Have you tried different areas Lonny? You can't catch what's not there. I don't know if chumming is legal in your area, but if it is, a can of cheap cat food with holes punched in it used to work up here.
Deeper and darker helps. Sunset until sunrise helps too
Are you fishin in a lake or river? And are you tryin to catch BIG cats or eatin size? Big cats like to eat other fish - live ones. If you can use a live bluegill (not legal where I live) get you a large bobber and put your bait under that, let in swim around. Be patient and be ready. If you lookin to catch the smaller ones (4 or 5 pounds or so) try using chicken livers wrapped into a bag made out of panty hose. Helps to keep it on the hook. Smaller bobber, but float it just like the live one. People think catfish are bottom feeders, and they sure can be, but I always had better luck if I got it up off the bottom. Fishing rivers and streams? Find the deep holes - that's where they hang out. Typical stream topography - run, riffle, hole. Repeat. Repeat. Let your bait drift thru the holes.
Prior posts are fillled with good advice. I would emphasize using live bait if you can, and if it is legal in your state. Fish at night should give better results. Also around dens, drifts, or other likely homes that the largest cats will claim as theirs because they are dominant and will take over. Just Sayin...RJS

Try a night time trip find an area off of a deep section for me it's on 16 feet ledge coming off 35 feet, cats always move towards the shallows at dark and every hour move a bit shallower for me I end up at 6 feet. Live blue gills are the premier bait but if you can only get dead ones cut scours on their sides for scent. I might move 4 times going more shallow each time. Use a circle hook let them hook themselves. Catfish school kind of by size if you catch a few small ones move to another area. Very peaceful at night and you may catch the cat of your life.

looking for tips on georgia cats only?
Get yourself a good lantern or head lamp. My best luck has always been at night for cats.
Excellent advice all the way around. Bluegills are excellent bait, the biggest cats prefer live bait. If you cannot get live ones, the do as the other post said about dead bait, or even liver and at night. Keep your light flashing around to a minimum! Just Sayin...RJS
