What is the ideal line lbs for a medium rod? If it can handle 10-25lbs what is a good choice for a all around fresh and salt water fishing? Can a 10 lbs line hook a 20 lbs fish ?

I usually go near the middle of the rod rating for my line choice. In your case 15-20lb. You can catch a 50lb fish on 10lb line, if you're good, have the right equipment, and have your drag set properly.

As long as you're capable, nothing is impossible in fishing. I've caught 37lb fish on 10 lb line, even 310 lb marlin on 30 lb line, all it takes is patience
Ifs there's no obstruction and you have plenty of line, Theoretically you could land a 200 or 300 lb Marlin with a 10 lb line as long as you have the patience to hang in there for hours.. There are no set rules. Just Sayin..RJS
I caught a 12lb rainbow on 2lb test. It can be done if you play the fish out, adjust your drag properly and let your equipment do most of the work.
I have caught salmon over 30lb with 10lb test. However, I'm usually fishing from a drift boat. I've found that it's much easier to stay on top of a large fish in a boat than on the bank, therefore lighter line can be used. My line weight for overall fishing for bigger fish (Striper,Salmon,Steelhead) is 14lb..
