I've seen people use slingshots
(with bigger pouches) used for chumming, but never for fishing !

If you are talking about me , yes it was in Calif. Where I live there is no chumming, but like all things Calif. the powers to be have to make it hard, there are some places you can chum, the ocean and a few other places . Just like using live bluegill most places you can't but the Delta you can, need to be a damn good lawyer to read our game regs.

Ya here in Massachusetts you can chum but you can't use any lead( stinkers,jigs etc) in inlade waters some places are catch and release only it must be hard for tournament fisherman fishing different states different rules even for saltwater

you can n chum in Suisun bay there are exceptions like from the bridge at three mile to the bend in the river north of bouy number seven to the confluence of Montezuma slough east of the deep water channel on the third Sunday after the second sunday in months that end in "y" but you can some where.Its just easier to not do it.
