Abuse by previous owner, make sure scratches aren't cracks, test before buying if possible, sit in it make sure it is comfortable, condition of the seat, check the interior haul for excessive water, moisture water is normal but signs of excessive water is not good as in a water line on the sides.
Peddle power check out the mechanics of propulsion.

If buying a used kayak, especially a pedal kayak, I would check for the mechanics on everything to ensure they work. Definitely take it out for a "spin" and make sure the pedal works properly and the rudder works as well. After getting it out of the water, check for water or moisture inside the kayak. Do not buy it until you test it out on the water. Check the seals on all the hatches. Make sure they are not dry and cracked. Ask how and where it was stored: inside/outside, on a rack, on its' side. hanging, etc. Depending on how it was stored can affect the shape of the hull.

All the things the Elefantdude said, and other previous posters, but I would also want to emphasize his point about Hull shape. Run it in still water with the rudder up. I have worked in lots of kayaks that have been “bent” by storage. The rudder can offset the bend, but you are waisting effort if u have to do that.
Make sure it not been oil canned.wich means that the bottom is solid good luck and always wear your pfd .and paddle hard or get washed 😪
