Is it a 2-piece rod, if not, I wouldn't do it.

Length matters in this situation. A 2 piece no problem just break it down. One piece check out carboard tubes or a length of PVC pipe with caps on both ends.
Most likely have to take the reel off and put it in the tackle box, but rod would be protected from being dropped.
A cardboard tube and a backpack for your reel and extra gear.
Don’t plan on a pleasant trip home if you take the bus back with a stringer full of fish, though. Just sayin’

Assuming your trip will not be too long, close to the bus stop thread the tip of the rod down your left pants leg into your sock and into your loafer shoe( YES before all of this your need to practice walking stiffed legged and making two steps up) then unbutton your shirt, then rebutton it around the rod with the grip now up by your left cheek, then wearing a hat at least 2 sizes too large put it on covering the end of the grip. I would put on dark glasses and pretend to be blind. OH, probably need a note from your wife that you are a fishing maniac and OWN the rod but have to ride the bus?(This will be helpful when you are stopped by every police officer and assorted law enforcement that are gonna assume you have stolen the rod) I would carry the reel in my hand and make casting sounds and reeling motions, otherwise not speaking or having to explain your questionable behavior.

When I fly I put my rod in a pvc pipe and check it - reel/gear goes in a suitcase with tighty whites.
I have had a telescoping rod carrier that has lasted a very very long time. I just looked at Amazon and Bass pro has them online, and for even less money saw a four piece rod with carry case that was interesting ...if you are really living in the city and rely on public transportation, that looks like the way to go
I did thus a lot in my youth before I started driving. No problem as long as you don’t poke someone.
I have a thin piece of pvc pipe that I made a rod holder with and I put my rod in it and put my reel in my back pack. I do this when I ride my bike or a bus.
put it in a tube,the one it comes with if you order on line.
Two piece rods are de rigeur on the NYC Metro Transit System. See a lot on the A train going to Rockaway.
I used the pvc pipe with caps too
