Import duties - taxes?

Does anyone know if you buy reels etc from Canada, Japan, or maybe China do you have to pay duty fees ? Looking at buying a reel on Ebay and then in the fine print it said they do not pay the duty or taxes. Anybody have experience with a foreign purchase? I let a new Curado 201-k left hand go for $145 cause I was not sure of the duty crap. Any help guys?

I was worried about the same thing when I bought a reel from China
I did not have any out of pocket fees aside from the purchase price and shipping charge.
I think shipping was something like $30 . Perhaps import tax was included
