May be it’s something to hang in front of a minnow trap to attract minnows. Maybe it’s a lure retriever. Use the chains to guide it around the lure. No other wild ass guesses

I had one that I made and it worked good from the boat. Not so good from the bank.

You let it slide down your line, when it gets to your lure, jiggle it around and the chains get tangled in your hooks. Then pull the lure out with the heavy line.

Everybody caries them Gills, BPS /Cabelas, most online tackle sites, and any well stocked tackle shops.
I believe there's also one out there mounted on a telescopic pole.
