have only fished there in the summer so not sure if this is applicable to your trip.
It's a bit of a challenge to get there at my age, but at the tip of the Santa Cruz marina jetty, on the Crow's Nest side, you can cast 2-3 inch creme/white plastic worms/jig heads into the back wash of the breaking waves and catch flounder/halibut, or you can throw all the standard stuff (shrimp, squid, cut bait, etc.) out into the deeper water and see what's biting. Also would try Manresa beach for good surf fishing (sea bass). mid-point of SCruz pier is good for using Sabiki rig to catch shiners and use for bait in deeper water or elsewhere.
there's a fishing store on 41st avenue in SCruz and another one in the marina parking lot just down from Johnny's Harborside Cafe. go to either and get some good advice.
