Anyone have any recommendations for spots to go fishing in the Northern California Sacramento-ish area?

ZL it would take a day to answer that question. Let's see if we can narrow it down some. What kind of fish do you prefer fishing for?

That is too big of a question

Do you have a boat or will you be fishing from shore
Fresh water-Bay or Salt water
What kind of equipment do you have. You cannot fish for panfish with a heavy bait outfit, nor can you fish for big stripers with a crappie rod.
Where do you live-How far are you willing to travel
Have you thought about gong with a guide?

Sturgeon run up the Sac should be in full swing but lack of water is an issue, I'm guessing. Striper run usually starts in late Feb on all those rivers and ends around 1st week of May. Shad run starts in May on all these rivers. Upper Yuba River has some trout fishing.
