Do most bass spawn around same time of year? I know I see a bunch spawning it much warmer water, like down south. But what about the Pacific Northwest? I feel bass spawn much later like June/July. Our bite has been real slow!

It depends mostly on water temperature, at about 60 degrees bass will start spawning and I think over 80 or something like that they stop and wait for the water to cool. They don't all do it at the same time however so the spawn can last for months in some bodies of water.
