Welcome to FS,
I haven’t heard much about the Point Loma Kelp beds as of late. The water is pretty cold, usual winter fish are there, kelp bass, barbed sand bass, rock fish and sheep heads at times.
Check out sdfish.com lots of local fresh and saltwater reports. If you ask your question there people will help you.

Will you be fishing from a boat? I used to do a lot of fishing off the rocks at the south end of the submarine base. All the fish mentioned by Larry and a few others - quite a variety. Rays, guitar fish, opal eye (up by the rocks), and the occasional halibut.

Well I've never fished there from a boat. Always used squid or shrimp for bait and almost always had good luck. Lot of fish in and around that kelp.
I'll give them a try. Thanks and Tight Lines always.
If you have a bait tank, get some live anchovies or sardines. Fish will probably be deep this time of year.

I fished that area the other day on a party boat. Fishing bottom at 175 feet using squid for bait. Caught a few rockfish and hooked something that ran the length of the boat and broke the line on the anchor rode.
Mate on the boat said it was most likely a pacific black sea bass.
30 to 40 lb line with 6 to 8 ounces of weight to get to the bottom.
