I've always heard jigs are used best in cold Temps. When is a jig actually useful? Or is it best used year round..

All year. You might catch a few more fish using soft plastics after the water gets warm, but the average size will be less.

From the great Gerald Swindle:

Basically it's all year round. I always have a jig tied on and fish it a lot. It's like Gerald Swindle says, if you can throw a worm you can throw a jig.

I fish jigs year round. Early in the season I normally dress them with live bait, crawlers, minnows or a leech.

Later in the year I will dress them with plastics. I find myself using more jigs with either a propeller or a blade for more flash and vibration.
Experiment with different retrieves to find what works best on the water you are fishing. Jigs can be used for any type of fish, just vary the size and presentation.
Lastly, jigs are fairly inexpensive. I always have a tray of them handy in my tackle bag.
