It is an over and under. It was developed for competitive skeet and trap fishing. Veeeery rare find indeed as the sport never got off the ' water'.lol
MoMoney: I wonder about the spinning reels and why there are two different reels on the same rod, other than just safe storage. As to the rod, i do not recognize the brand, it may be something that is a local favorite. From my personal experience you don't have to worry about replacements since most tackle shops and big box stores have tons of variety and selection. Just Sayin...RJS
Never have seen anything quite like that. My assumption is that it was done by an individual with his own 3 hands. Very interesting,!
Just when you thought you had seen it all
That was manufactured in Poland, probably back in the 50's.
Hey Spirit! I resemble that remark!

Is there just one set of guides all mounted on one side?

Hey Mo, are there 2 sets of guides too? Let's see the rest of the rod, please.
Well, catching two fish at once isn't a big deal. I've done that more times than I can count. But to catch two fish, with two different reels on opposite sides of the same rod, with guides only on one side, that's magic! Just Sayin...RJS
RJS, I could make you one to try lol. Wonder what the concept is for that.
Well I couldn't find anything on the rod on Google,??? Would be interesting to find out something about it though.
Actually this was a rod made for Co-joined twins!
