No boat The spillway at Hoover should be on fire with saugeye
Floating rapala with erratic jerking retrieve
Or jig head with curly tail grub or better yet a 3 1/2 inch Keitech swimbait

With a boat Above the dam is also productive. Use same lures. Smallmouth and saugeye

Spillway at Delaware should be right.

Spillway at Alum . Watch out for musky.

Indian lake is producing saugeye on blade baits and swim jigs
