I have had luck using a plastic water filled float. Carefully fill with water so that it barely sinks. The idea is to make the float sit on top of the weeds rather than sink through them. Good luck.

I use the slip bobber set up. You can buy the slip knot to make the set up easy. The knot is set to the depth you want. It is small enough to take up through eyelets and spool up on the reel. You can set it any depth you want. 10 feet is easily done. The slip bobber has the line fed though it. So it slides up to the knot.
Set up:
Slip knot
Bead to keep knot from jamming into bobber.
Slip bobber. Some bobbers with spring can be set up slip or fixed.
Another bead to keep the swivel from jamming on that knot.
Swivel.
Weight on swivel optional.
Leader and hook. Split shot optional half way down leader optional.
Experiment with bobber sizes and weights to get the casting distance and sensitivity you need. A big bobber and light weight is a good kid set up. Bobber sets the hook for them. You will want better balance so a light hit takes the bobber down. Some set ups tangle during the cast. Adjust weight placement. More weight placed on leader instead of swivel.
