So a neighbor throws his carcasses into the inlet after hes done fishing and I've noticed that I'll go from catching every 3 minutes to nothing for the rest of the day. Do the fileted fish scare off other fish or am I just being superstitious?

If there are bigger fish (like sharks or porpoises) that leave fish bits behind after feeding, definitely.
Fish have 10 things that will scare them away for every 1 that will make them bite.

There's a 4x8 raft anchored at the drop-off in front of my family's cabin. It's the only shelter for 100s of yards other than the bottom of the trench that runs up the inlet. There is 1 bass, and 1 bass only, there. You'll catch him on the first cast - anything even remotely close to the raft will get his attention. Once he's gone, another will take his spot in a day or two. If there is any size to him after I catch him - he's lunch. I only threw the carcass out in the water once.
A snapping turtle from the dawn of time came up out of that trench within 20 min of that carcass being in the water. She hung around for a few days - terrifying everything ... even the blackflies were too scared to go near the beach. No swimming, parents wouldn't let children or dogs near the beach. It was a monster.
I'm not allowed to clean fish on the beach any more.
