Looks like the TACKLE I use for fishing bunker heads for stripers and big blues, main hook and a stinger. Do the same for fishing with finger mullet.

I use that to rig ballyhoo for off shore trolling for kings, dolphin, tuna ans wahoo.

I think it's used for having both hooks in your bait to catch them with one or the other. Word is TACKLE.
