You run the line through the bobber before attaching hook and sinker. You set the depth by sliding it up the line to where you want it and pushing the stick through until it stops. That locks the bobber to the line. SOP for cane pole fishing. Just fine for anything else, too.

Idea #2, can you pull the shaft out of the bobber body? If so, pull the shaft and thread the line through the body. I have seen these, but never used them, nor held one. All I got, sorry.
