Fishing in overcast weather in Oregon is almost the norm because it is almost always cloudy and rainy ver's other states. So the question is does the overcast weather really affect the fishing in Oregon like it does in other states like Calif.

People here fish for bass in the bay here at night. They even hit lures.
Doesn't seem to matter in saltwater I believe.
Spoken like the true "north-stater" you are. Lol ! You really should get out of that pocket of gloom that is the northwest quarter of the state, and venture into the other 3/4 !
The characterization of "the whole state is cloudy and rainy", is simply without merit. Here in the Rogue Valley...300+ days of sunshine/year. Same with Bend and other areas of our great state.
And of course, "rainy" is a relative term (I grew up in Kansas, ...."I've seen fire and I've seen rain". )
It can be "rainy" 4 days in a row here in Oregon, and we accumulate maybe a 1/4-1/2 inch...total ! This valley gets ~20 INCHES of rain/year total, while 52 miles away is Crater Lake, that regularly gets 20 FEET...... OF SNOW ! Hardly the "constantly overcast", as you and many seem to perpetuate. OK,...'nuff said regarding misnomers.
The overcast days are usually better "bite" days, both river and lake, I've found, but I believe that to be due to barometric fluctuations, rather than sunlight availability or precipitation falling.
Granted, enough precipitation to swell streams feeding a body of water (lake or river), effects the water temp, as well as washes food from these inlets....so, yeah...any rainfall is helpful, in those processes.
I have a friend who swears "you can't catch a thing on a bright, glaring-sun day"....and then posts a PB steelhead pic with that very background and him squinting ! LMAO at you, Jerry !
So..... does gloom make a difference ? Naaah... you and fate do.
Eastern Oregon. 7 inches of rain a year normally. This year has been probably a little worse.
ya we were fishing today in overcast skies in central Oregon and knocked em dead
