I have an old rapala filet knife from my dad that I have tried to sharpen many times with no success. I do wood working and sharpen my on chisels and planer blades no problem with wet stones . Are rapala filet knifes made of some super alloy than makes them impervious to normal sharpening stones?

Try a honing rod.

First thing is to redo the edge, you properly know the edges are 15 to 20 degrees.
Buck Knives makes a diamond impregnated honing tool that has made me retire all other stones etc. It is three sided and called Edge Tek.
