I live in Jacksonville Beach, Florida and would love to surf fish. There is also a pier. I need some advice.
How do I rig the line?
Can I use artificial bait?
Do I fish near the pier?
Do I fish at low or high tide?
What line strength?
Thanks in advance for your advice.

Talk to the locals on the pier and also the surf fishermen. They should be more than willing to help you out. If you have a good tackle shop around, they should be able to help but be careful, so they don't take advantage of you. Some of them like to do that. Good luck & Tight Lines.

Check out YouTube also, do a search on surf fishing and pier fishing. There is more info there than you would believe.
