I have a Jackson Cruise 10 and it has screw inserts for RAM balls. No rails or anything like that, just screw inserts. I have RAM 2008 rocket launcher style tubes on there and they always slide around the ball no matter how tight I clamp it down. My rods and nets end up sagging down towards the water completely horizontal.
I haven't had much experience with Scotty mounts, but the rod holder I used a few times on a different kayak was perfect and much better than what I have now. Is there any way I can mount Scotty rod holders in these screw inserts? If not, how can I improve my rod holders so they don't sag down?

IMO Yak Attack makes some of the better rod holders. I'd check their stuff out.

Is it possible to mount them to a single screw insert? Their rod holders look great, I just don't know how I'd mount it to the kayak without a rail and without drilling holes.

Most of YA accessories fit on a bunch of different t-track systems. Installing t-track is pretty easy and isn't that risky above the waterline. HDPE provides enough grip for screws or rivets if you can't do bolts and nuts.
