Casting or spinning? light to medium action for panfish, you might get something bigger. Ultra light to light other wise.
There is not one "best" rod for every panfish application. Are you going to be fishing from a boat or the bank? Ice fishing? When I was a youngster I got started fishing with my grandpa with a cane pole for "panfish" - perch and bluegills. At the time that was the "best" for me. It got me and the fish hooked. Now just in general St. Croix makes a panfish series of rods, and for the price St. Croix rods are hard to beat. If I were buying a rod for "panfish" that's what I would look at. If you want to spend more, you could look at G. Loomis. There are people who swear by them. Ultimately the "best" rod is the one that you successfully catch fish with.

Smaller Ugly Stik will suffice for pan fishing. Inexpensive, sturdy and a decent feel when you get a fish on.
I've been using the Bass Pro Micro Lite fiberglass rods for three years. They are reasonably priced and have held up well. I pair them with Quantum ultralite reels using 4# line. Good casting distance and plenty of fun with a good size 'gill on.
