I'm looking to buy some wire to make garrotes to sell on ebay. I think piano wire is traditionally used for this but I think downrigger wire might work too. I need to know the thickness and they don't have it listed on the ebay listing for some 450lb downrigger wire. I haven't looked further than that.

Wow how big of weights you pulling? We pulls 25s on 150# with no issues.

Downriggers use cable, not wire. Many strands.
Wire is sized by gauge. Google American Wire Gauge sizes to find inch/mm/gauge conversions.
Also, you want to sell an easy-to-make but nasty and possibly illegal weapon on Ebay?
Like "True Oliver North Garrote Company" or something?

Ebay, etsy, instagram, my own site. There's lots of people and companies making them, as well as brass knuckles, blackjacks, saps, etc. They're not illegal everywhere. They're more of a novelty item, but there's a demand for them, so I'm looking into it.
I am aware they are sized by gauge, but I don't see the gauge listed anywhere that I've found downrigger cable/wire for sale. All they show is the breaking weight. Except one site, they did state the diameter but it was under a mm and I think that is too thin.
