Having been in enforcement my advice is to discreetly take pictures of the violation and of the license plate of the vehicle they came and left in. Call enforcement in your area and let them take care of it. We always acted on any rules complaint. And with pictures and a license plate we could go directly to the violators. Do Not confront the people as it more often than not unfortunately becomes a much bigger problem very quickly.

I have a similar problem with numbness in my right hand from a spinal fusion. I use the Hook EZE and have had good luck with it. It's mostly for an improved clinch, though it does work for tying SG nots pretty well too. It just works as a hooking point to you belt to keep tension on the braid for that. It works great for me.

Buying A cheap bait caster for your first one is a bad idea. Bait casters are hard to learn to use even if you have a good one the first time. A cheap one will be nothing but headaches. I agree with Hannibal on this one. Spen the majority on the reel

My travel rod is a Fenwick HMG. Breaks into 4 pieces, come with two tips and a case to hold it and your reel all for 99.00. I am very impressed with the feel and quality for an inexpensive travel rod.

I have a Curado DC and got it for exactly the reason you want one. I fish regularly from shore, at a spot where there always seems to be a headwind. Sometimes light, sometimes not. I have used baitcasters for years but still seem to get frustrated with the backlashes in head winds. I can now throw light lures strait into the wind and not even need to thumb it. My wife who still has always been baitcast challenged shall we say, wants one now. They are nothing short of amazing.

For those that have problems with learning to thumb the spool. You can now get a Shimano DC reel and not worry about it. I bought a Currado DC about a month ago and can now just cast. The digital breaking is nothing short of amazing. There is a guy online that shows himself casting into a wall and it barely fluffs. I haven't had a backlash since on that reel even when casting into a headwind. And I love my spinning gear but for finesse fishing the bait-cast is hands down a better go too.

Try putting anchovies on the bottom. The Stripers and catfish will both pick them up. Fish are deep this time of year. Although with a light setup you might be in trouble if you hook a cat or one of those 30 pounders. I'm in Phoenix, but am up there quite a bit. More Parker area though. Usually the best fishing is December through may.

Having grown up here in Arizona I can tell you summer fishing on the Colorado can be fun but more difficult when its this hot. Try fishing early early in the morning. When the sun get high they don't like it at all and tend to turn off. And fishing at night when the high was 110+ is just to hot for me.
