Welcome to the Forum, hkelln. I don't know if I would fish from the dam, maybe below the dam with a jig and a crawler or a minnow.

Welcome hkelln. Canton lake & Foss lake which is between Elk City & Clinton are both stocked with walleye. I've fished Canton quite a few times & Foss many, many times. When I retired I lived about 4 miles east of the dam. Both lakes are best fished by trolling the deep water in front of the dam. I've caught fish casting to the rip rap along the dam but the chances of catching a largemouth are pretty high. A deep diving Rapala works well. Late afternoon & evenings are good. I've seen pilgrams impale a minnow on the rear hook. Fishing below the dam on either lake is pointless. There are no gates & water flow is just enough to keep the small creek flowing. Foss has some big hybrids & you'll pick those up while trolling. Great fight. Good luck.
Since I don't have a boat of my own, I have used a guide on a couple of occasions, but can't afford that every time i want to fish. So I'm thinking of doing what you suggested, just fish the rip rap of an evening. Given the recent frosty spell, it probably will be mid march before much action occurs on the part of walleye. Maybe mar 30 ??
