1. Online reports.
2. Bait shop
3. Map (I use the Fish-n-Maps Co. map)
4. Experience (I keep a diary)
If all else fails, follow the migration patterns of your target species.

Fishing pier at McNears Beach Park
Fishing Pier at Point Pinole Regional Park-- Either a 2+ mile hike or a limited-hours shuttle ride. If you have handicap placard/plates, call the park office and find out if they will still let you follow the shuttle.) The pier used (as of 10 years ago) to be open all night but call and verify.
Breakwater at Point San Pablo Harbor -- access is limited by a gate
Point Molate Beach Park -- I've only fished for halibut here
Eckley Pier -- sturgeon, salmon and stripers. Always WINDY. Check gate hours. Take heavy weights. I use a trolley line set up here for salmon and stripers. Crabs are bad, use lamprey eel for sturgeon.

All of the spots are primarily stripers with some cats.

For a lot of these you mention that there is a short hike involved to get to the location. Do many of those correlate to a short roll? I am asking because I am in a wheelchair, and quite often what is a “short hike” is pretty much impassable in a wheelchair…

No, with very few exceptions the ones listed with "short hike" wouldn't be wheelchair accessible.
Many of the others would require a comrade/aide to brave the rip-rap for you (net fish, retrieve line, etc).
If you're looking for spots that you can go solo, send me a PM and I'll send you the short list of spots that I think might work out for you.
FYI, my fishing partner requires a walker or chair, so I'm well aware of the requirements.
