Black bears are, which is what we mostly have in the lower 48. Grizzlies/Brown Bears on the other hand aren't great climbers. I would think mainly because of their weight and body makeup.

So what is the answer if one is being chased by a black bear? Other than put one's head between their legs and kiss their *** good bye.

Most black bears are very non confrontational. They don't like to be around humans and are usually very elusive.
Sept maybe those that are digin through a garbage can.

They also are very protective of their cubs. Seen a few cubs in trees in NC and momma just off in the distance. Folks did not get to close to the tree knowing momma was near.
Smart country folks stayed in their trucks, city folks got out and took pics.

Yeah, the sow and 3 cubs I tried to run off our place didn't like me makin angry moves towards her and her babies. One of the babies was too close to me and I scared it up a tree a little ways. Momma didn't like that and turned and took a couple of steps woofin on a false charge. Just letting me know that she wasn't in my house any longer and I was in hers and to leave them alone. That they were leavin.
I didn't push the issue any longer either.
