I lived in San Diego for over 20 years, and in my opinion there aren't any. Too many people all trying to catch the same fish. About 2 or 3 years into my residence I gave up all hope of decent fresh and turned to the salt. Now that's a different story. I moved north over 20 years ago, so maybe things have changed, but I doubt the population has gone in twenty years. Good luck.

As for sea fishing, have you fished any piers? And is there a company with a good half day trip?

About 35 years ago I had a shipmate who worked part time on a fishing boat out of fisherman's landing. I went out with them a couple of times but never on a charter, just for some personal pleasure fishing when they had some down time. The seemed t o know what they were doing. You could google them, pretty sure they're still in business, which is a good sign.
